The Following List Shows Which Countries An ATA Carnet Can Be Used:

Australia inc Tasmania
Bahrain – exhibitions only
Bosnia & Herzegovina
Brazil – commercial samples are not permitted. Brazil only accepts carnets for equipment going airfreight, accompanied by an AWB, you cannot hand carry equipment into Brazil on a carnet.
Canada – commercial samples only. However, if you wish to enter Canada with professional equipment, you should contact Customs in Canada at the place where you will be arriving to check that they will accept a carnet for your goods. You must provide the Chamber with a letter to state that you accept full responsibility for any problems that you may encounter using a carnet for professional equipment to Canada
Canary Islands, Ceuta, Melilla – carnets are compulsory
China – carnets are accepted for exhibitions only
India – carnets are accepted for ITPO approved exhibitions only. The Chamber will issue carnets for goods which are not going to an ITPO approved exhibition if you provide a letter of invitation and a letter accepting responsibility for any problems that you may encounter in India
Israel – the name of the end user as well as the representative must be shown in Box B
Kazakhstan – Professional equipment and International trade fair / Exhibition only
Lebanon – commercial samples are not permitted
Mexico – a translation of the kit list into Spanish must be obtained to accompany the carnet, and the carnet must be registered on the Mexican Chamber’s website : www.camaradecomerciodemexico.com.mx/ata/.
Mongolia – commercial samples are not permitted
Morocco – the same rules apply for professional equipment as for Canada
Pakistan – commercial samples are not permitted
Russia – because the Chamber of Commerce cannot guarantee acceptance of carnets in Russia they will only issue a carnet if you provide a letter of responsibility. Only certain Customs posts accept carnets, and you must obtain a translation into Russian of the carnet list.
Taiwan – a separate carnet called a CPD/China Taiwan carnet has to be issued for Taiwan
Tunisia – commercial samples are not permitted
Turkey – the name of the Turkish agent must be in Box B
UAE – carnets can only be issued for goods going to an international trade fair / exhibition
USA – if your goods are going to an exhibition, they must be re-categorised as either commercial samples or professional equipment
